Expression of interest invitation: A Framework Agreement for Dubbing Children’s Animations
Applicants are invited to be part of a framework agreement for dubbing animated series and programmes for S4C's children's services including Cyw and Stwnsh.
S4C anticipates the need to license approximately 6 series or single programmes for children per year. S4C will be responsible for selecting and committing to an agreement with the rights owner for any animated series or programme that S4C wishes to broadcast.
S4C is seeking a limited number of suppliers (a maximum of 6 and a minimum of 3) to form a framework of providers who can dub animated programmes into Welsh as required. Companies within the framework will be notified regarding work on a project by project basis.
A 4-year agreement (2018 to 2022) will be offered with the option to extend for a further year (2023) on the same terms. S4C will review the agreement and the performance of each successful applicant after the first year and we reserve the right to terminate the agreement at any time following such a review.
We invite independent production companies, with experience of dubbing and adapting these sort of programmes, to express interest by emailing tendr.plant@s4c.cymru by 18:00 Monday the 29th of January 2018. Each company expressing an interest will receive a document via email by the end of the day on the 31st of January 2018, outlining further details and a copy or a link of an example programme that must be regarded as part of the application.
As part of your tender response, you will be expected to watch the example programme and send a Welsh translation of the script and your vision for the Welsh version along with a budget and a work plan based on the example programme. (You are not expected to prepare an adapted programme)
The closing date is 12:00 on Friday 23rd of February 2018 and we aim to appoint the successful companies by the end of Thursday 1st March 2018.
We will assess the responses on the basis of the criteria specified in the invitation to tender.
We aim to start the agreement with the successful companies in March 2018.
