S4C is issuing a Request for Quotation for the supply of app development services for a 'Dysgu Gyda Cyw' app. The Request for Quotation has been advertised on the Sell2Wales.co.uk website. All businesses interested in providing the services must complete a response in the form set out in the documents below. The deadline for receipt by S4C of the completed response is midday on Thursday 22nd of August 2019.

Question 1
To what degree are we expected to incorporate the Cyw characters into the games and app? If we are to use them, are there any pre built assets/animations (preferably pre animated files) that we can use for the games to maintain consistency with the Cyw brand?
Answer 1
Cyw characters are expected to be incorporated and used fully within the games and app. 'Cyw' and the other Cyw characters should lead the learning and play. Cyw assets can be supplied by S4C, as well as Cyw Brand Guidelines, although pre animated files may not.
Question 2
Is voiceover work a priority for the app, or will voiceover content be expected to be included in the app at a later stage?
Answer 2
As this app is aimed at children of pre-school age, minimal text use and voiceover for instructions would be useful and welcome. The applicant should be able to recommend the most suitable UI for certain learning games for this age range. Any voiceover will need to be included within this app build. S4C has in the past used Cyw presenters to voice our apps in order to provide continuity. Any fees for voiceover artists would need to be included within the app budget.

Will sound effects that are specific to Cyw characters be provided?
Answer 3
Character sounds will need to be included in this app build. Cyw character sounds can be provided by S4C.
Question 4
How do you expect the supplier to integrate a fluent Welsh speaker into the key personnel? Is it acceptable to collaborate with a translation company with whom we have established a close working relationship and list this in the personnel, or do you require a specific member of the team to be fluent?
Answer 4
We require at least one member of the key personnel to be a Welsh speaker, and therefore to be available to contribute to the services throughout the contract term. The contractual relationship between the supplier and such Welsh speaking individual is a matter for the company. S4C expects applicants to be able to demonstrate Welsh language capability from a pedagogic and planning perspective as well as for the purpose of demonstrating an understanding of how language can impact design choices. It is imperative that awareness of the Welsh language in terms of its specificities is part of the creative process from the beginning, and the game is not simply a translation of an English language game into Welsh.
Question 5
What focus do you envision the educational aspect of the games to have? Would some games which deal with teaching emotional intelligence and interpersonal skills also be relevant?
Answer 5
We are open to suggestions on what types of educational aspects the games might have. They should however tie in loosely with Welsh Government early years and pre-school learning objectives. The curriculum is in the process of change at the moment so your advisors should be able to guide you as to the priority areas and show this within your pitch. However language/literacy, mathematical development, creative expression, science and technology and emotional development and well-being are areas which would fit well.
